Note: All documents on every page must be signed by the employer and stamped with the company seal on every page, except for copies of ID cards and copies of house registration, which must be certified as true copies and signed only.

Step 1: Notification of the need to hire foreign workers (quota)
1. Employers / establishments that intend to legally hire foreign workers must submit a form requesting to hire foreign workers at the Bangkok Employment Office, Area 1-10, or the Provincial Employment Office (PHO) of the Department of Employment at the workplace where the foreign worker will travel to work.
2. When any employer / establishment is permitted to hire foreign workers, the Department of Employment will issue a letter confirming the quota of foreign worker hires.

Step 2: Submitting a request to bring foreign workers to work in Thailand
1. Employers / establishments that have received a quota to hire foreign workers must submit the following documents and 3 copies (total of 4 sets) to the Employment Office and Provincial Employment Office that have applied for the quota as follows:
- Copy of the permit to hire foreign workers (copy of the quota)
- Letter of Demand Letter to the employer / establishment, specifying the working conditions and details according to the specified form
- Standard employment contract, fill in the details completely
- Employers who are juristic persons must submit the following documents: Copy of the registration certificate, copy of the business license (Ror.4), copy of the ID card, copy of the house registration card of the authorized signatory, sign and stamp the company's seal on every page
2. The Provincial Employment Office or Provincial Employment Office sends 2 sets of certified documents to the Department of Employment, with the employer keeping 1 set and the Provincial Employment Office/Provincial Employment Office keeping 1 set.
3. The Department of Employment collects evidence Also, check the completeness of all documents from the Employment Department/Employment Department and submit it to the Ministry of Labor to issue a letter to notify the Ministry of Labor of the country of origin.
4. The Department of Employment sends the completed documents to the embassy of the country of origin in Thailand. After that, the embassy of the country of origin in Thailand will forward the documents to the Ministry of Labor of its own country.
5. The Ministry of Labor of the country of origin, upon receiving the documents from the Thai Ministry of Labor, will proceed to notify the employment agency in its country to accept the matter and proceed with the recruitment of workers as specified by the employer in Thailand.
6. When the employment agency in the country of origin has recruited workers, it will prepare a list of workers (Name List) for the Ministry of Labor of the country of origin to stamp and sign to certify before sending it to the employer in Thailand for further action.

Step 3: Issuance of work permits for foreign workers
1. The recruitment agency in the country of origin takes the foreigner to apply for a visa to enter Thailand at the Thai embassy or consulate located in the country of origin, where the foreigner will receive a non-immigrant visa stamp (Non-Immigrant Visa L-A).
2. When the foreigner receives a visa to enter Thailand for work from the Thai embassy or consulate, when passing through the immigration checkpoint, they will receive a stamp allowing them to stay in the Kingdom of Thailand for 2 years. In order to benefit from having a work permit quickly, the employer must take the foreign worker for a health check within 3 days at a hospital specified by the Ministry of Public Health. The employer should notify the hospital and make an appointment in advance before taking the foreigner for a health check. The relevant documents include:
- Application for a work permit
- Copy of the notification of the result of the work permit application
- Original passport with 1 copy
- Medical certificate
3. The foreigner who applies for a work permit The work permit fee must be paid for the period for which the foreigner applies for work permit, but not exceeding one year, in the amount of 1,800 baht per year.
