What is the MOU for Burmese workers?

Burmese workers under the MOU employment system is an employment system that has coordinated imports from the government to the government, but allows private companies or employers to carry out the procurement and import themselves, but must pass through several steps of document verification from government agencies such as the Ministry of Labor, Department of Consular Affairs, Immigration Bureau, both in Thailand and Burma, with the agreement that:

  1. Employers who wish to import this group of workers must have a real shortage of workers.
  2. Not in the group of factories that will be registered with BOI.
  3. Must provide free accommodation, water and electricity to this group of workers.
  4. Bring workers to receive social security benefits for medical treatment.
  5. Must receive the minimum wage as stipulated by law.

Burmese workers under this MOU system can only stay with one employer. They cannot move or change employers, which is an advantage for employers, unlike workers under the Tor.38 Nationality Verification System who often escape after their employers have made or renewed their work permits and have lost many baht, and many times escape when workers are really needed.

Hiring this group of workers is considered a good thing and employers benefit a lot. But importantly, employers must follow the rules set by law, such as minimum wage, accommodation, payment, overtime pay, because this group of workers that we bring in have the purpose of working and do not want to escape. But whether the workers will stay with you for a long time or not also depends on these factors mentioned above.
